Dr. Lita M. Colting, a faculty member of the College of Agriculture, proposed the offering of Bachelor of Science in Development Communication in the University.

May 21, 1999

By virtue of the resolution No. 897, series of 1999, the offering of BS Development Communication (BSDC) in Benguet State University was approved effective June 1999. It was under the Department of Extension Education in the College of Agriculture. BS Development Communication was offered along with BS Agriculture major in Extension education (ExEd).

Dr. Maria Luz Fang-asan, a faculty of the Department of Extension Education, was the first course coordinator for BSDC.

Through the years, there was an increase in the enrollees which required more teachers as well. Because of the increasing number of the student and faculty members, and the desire to further strengthen both the Extension Education and the Development Communication programs, a proposal for the establishment of the Development of Communication was submitted to the Executive Council.

The Department of Development Communication offers four major. These are Community Broadcasting, Development Journalism, Educational Communication, and Science Communication.


By virtue of academic Council Action No. 446, the Department of Development Communication was created with Anna Liza Wakat as the first Department Chairman. The first faculty members were Filmore Awas, Anna Liza wakat, Maria Luz Fang-asan, Christine Grace Sidcgogan, and Marife Carpio.

At Present

BSDC program is level II accredited by Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP). The Certificate of Program Compliance (COPC) is granted for the BSDC program on Sept 25, 2018 by Commission on Higher Education- CAR.

The Department of Development Communication is now celebrating its 20th anniversary.
